Idaho Zoning reforms accelerate new housing permits
The state-wide updates to zoning approved by the Idaho legislature this week have sparked a new wave of housing permits in Idaho. This marks a major shift in local government’s approach to residential growth. Reforms that streamline the approval process for mixed-use and multifamily projects are producing tangible results in a number of key markets.
Permit Surge Across Major Markets
Boise, Ada County and the surrounding areas saw a 34% increase in the number of new residential permits compared with the same time last year. Meridian issued 1,872 residential permits through the month of June. Nampa, Caldwell and Caldwell together approved 1,104. The numbers are a result of a conscious effort to reduce the bureaucratic delays which previously extended project timelines from six to nine month.
Even smaller communities benefit. Coeur d’Alene has issued 612 building permits so far this year. This is a 28% increase from the same period in 2025. Twin Falls and Idaho Falls have also seen double-digit increases. The growth is attributed to a new state law that limits review periods and encourages densification near existing infrastructure.
Timeliness of construction
Previously stalled projects are moving faster, according to developers. The new regulations allowed a 148-unit downtown Boise apartment complex that was delayed from early 2025 to be approved in only 47 days. Pocatello is also experiencing a similar acceleration. A 92-unit development for senior housing broke ground in Pocatello last month, after just eight weeks.
According to the Idaho Department of Commerce, these changes will add 4,800 housing units to the state by 2027. This increased supply may help to ease the pressure on home values, which are up an average of 7.2% annually in the last three years.
